Every normal, healthy skin or muscle cell has a cell membrane that encloses the cell  The membrane of a healthy cell has an electrical potential in the range of 70 to 110 millivolts. The cell membrane monitors and controls metabolism taking in nutrients carried to by the blood vessels and expelling waste into the lymph fluid which surround the cells.
